I won't say I can't imagine Liara deciding to embrace The Code and become a Justicar, because that would be a lie, but I will say it's a very unique idea.

they weren't destroyed. They were damaged after the massive release of energy from the citadel.
The relays are eventually fixed, depending on what ending you choose.

HA< I still haven't seen that ending. Apparently I'm too far into the game to see the "new ending". No time to do another play through at the moment. Maybe later thsi summer I'll delve back into it. Either way, it's "YEARS AND YEARS" until the relays are "fixed". Remember, no one knows how they work or how they're built. Unless the keepers fix them, which, as relatively mindless atomotons who "keep" the relays, is entirely possible.
